Appellants are inmates at Hocking Correctional Facility (HCF), a medium security prison located in Nelsonville, Ohio. On August 28, 1986, appellants filed a complaint in the United States District Court for the Southern District of Ohio, claiming violations of the cruel and unusual punishments clause of the eighth amendment of the United States Constitution.
