Plaintiffs WHR Group, Inc. (“WHR”) and Lexicon Government Services, LLC (“Lexicon”) provide services designed to assist government agencies with personnel relocation. Plaintiffs, as well as plaintiff-intervenor Franconia Real Estate Services (“Allegiance”), were awarded agreements to provide these services to the Federal Bureau of Investigation (“FBI”), pursuant to a solicitation conducted in January 2013 (the “January solicitation”).
