MEMORANDUM OPINION
BATES, District Judge.
Plaintiff is a District of Columbia Code offender serving a parole revocation sentence imposed by the United States Parole Commission (“Commission”). He alleges that the Commission’s application of its reparole guidelines violated the Ex Post Facto Clause of the Constitution. Plaintiffs claims are brought pursuant to 42 U.S.C. § 1983 and Bivens v. Six Unknown Named Agents of Fed.
