OPINION OF THE COURT

EVERETT, Chief Judge:

The basic facts in this case are not in dispute. Appellant is a nurse in the United States Air Force. On September 24, 1986, she received an order to submit a urine sample in conjunction with the Air Force’s random drug-testing program. After receiving this order, she used a catheter to inject a saline solution into her bladder and provided the saline as a urine sample.
