I respectfully dissent from the principal opinion in that I believe the trial court properly entered judgment in favor of Melody Frye (hereinafter, “Mother”), ordering Mother’s name to be removed from the central registry of child abuse and neglect perpetrators because the Children’s Division of the Missouri Department of Social Services (hereinafter, “the Children’s Division”) failed to comply with the applicable time limitations set forth in sections 210.145 and 210.152, RSMo Supp.2005.
