The Division of Family Services 1 of Missouri’s Department of Social Services (“division”) appeals the trial court’s order granting summary judgment to Ms. Mildred Jamison and Ms. Betty Dotson in their declaratory judgment action seeking to have the Missouri Child Abuse Act, section 210.110 et seq., RSMo 2000, 2 (“the Act”) held unconstitutional, facially and as applied, under the due process clauses of the United States and Missouri constitutions.
