I. INTRODUCTION

Plaintiff Keith Blakeney alleges that, on July 6, 2013, he was assaulted, battered, falsely arrested, and falsely imprisoned by members of the District of Columbia Metropolitan Police Department. He brought suit against the District of Columbia and the individual officers involved — four named and others unnamed — seeking redress for the injuries he sustained.
