The present dispute in this personal injury action takes place at the intersection of Rules 26, 34 and 45 of the Federal Rules of Civil Procedure. The United States of America (“Defendant”) seeks to quash a subpoena issued by Arnold Alper (“Plaintiff’) to Defendant’s medical expert, Dr. Gerald Becker.
