In these consolidated cases, Families for Responsible Government (FGR) and 1000 Friends of Oregon seek judicial review of an order from the Land Conservation and Development Commission (LCDC or the Commission) acknowledging the Salem Area Comprehensive Plan as in compliance with the statewide land use planning goals. We find no reversible error with respect to the issues raised by Families for Responsible Government. 1000 Friends of Oregon, however, points out numerous defects in the portions of the order approving the city’s decision to include certain lands within its Urban Growth Boundary…
