Appellants are six black employees at appellee Bethlehem Steel Corporation’s (hereinafter “Bethlehem”) Lackawanna, New York, plant. All six have at least 15 years’ seniority. They filed a motion below seeking a preliminary injunction against Bethlehem and the named appellee • locals of the United Steelworkers (hereinafter collectively “the Union”) enjoining the recall of laidoff employees on what they claim is a racially discriminatory basis.
