Plaintiff Wheatland Tube Corporation (“Wheat-land Tube”) challenges the final determination by the International Trade Administration, United States Department of Commerce (the “ITA” or the “Department” or “Commerce”), in Certain Circular Welded Carbon Steel Pipes and Tubes from Thailand, Final Results of Countervailing Duty Administrative Review 56 Fed. Reg. 50,852 (Oct. 9, 1991).
