OPINION

MEROW, Judge.

This matter is before the Court upon: (1) plaintiffs motion for a stay of the proceedings; and (2) plaintiffs request for dismissal of its action, without prejudice, based upon this Court’s lack of jurisdiction. This case had its genesis in a contract with plaintiff, a Canadian corporation, to repair a hangar located at Lajes Field, on the island of Ter-ceira in the Azores Islands off the coast of Portugal.
