I. Introduction

This is a petition for the return of minor children pursuant to the Convention on the Civil Aspects of International Child Abduction at the Hague, October 25, 1980, T.I.A.S. No. 11670 (the Convention), and the International Child Abduction Remedies Act (the Act), 42 U.S.C. §§ 11601-11610. Petitioner Erie Wojcik (the father) seeks the return of his two minor children, Jessica-Ceeille and Jennifer, to France. The children are currently in the United States with their mother, respondent Karen Marie Wojcik (the mother).
