OPINION AND ORDER
STEELE, District Judge.
This matter comes before the Court on Teófilo M. Mendez Lynch’s (“Petitioner”) Petition for the Return of Children. (Doc. # 1). Petitioner alleged that his former wife and the mother of his two children, Cathleen M. Mendez Lynch, now known as Cathleen Mary Pizzutello (“Respondent”), wrongfully removed their two children from Argentina and has wrongfully retained them in the United States.
