James Turner is a Muslim inmate incarcerated at Columbia Correctional Institution, a maximum-security prison in Wisconsin. Turner sued members of the prison staff, seeking punitive damages from them for violating the First Amendment, see 42 U.S.C. § 1983, and the Reli gious Land Use and Institutionalized Persons Act, see 42 U.S.C. § 2000cc-l.
