Pro se plaintiff Jose Luis Arrocha alleges defendants’ refusal to hire him as an adjunct Spanish lecturer stemmed from (1) discrimination based on race and skin color and (2) retaliation for complaining about the alleged discrimination. His complaint asserts (1) claims against the City University of New York (“CUNY”) under Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq.
