This is an original application in this court for a writ of habeas corpus. On October 31, 1913, O. P. Hoff, Labor Commissioner of Oregon, filed two criminal complaints in the justice’s court for Salem district, Marion County, Oregon, charging R. E. Lee Steiner, superintendent of the Oregon State Hospital, with the violation of the provisions of Chapter 61 of the General Laws of Oregon, for 1913.
