MILLETT, Circuit Judge:

Mohamed Tawhid Al-Saffy filed complaints with both the Department of Agriculture and the Department of State alleging employment discrimination on the basis of religion and national origin, and retaliation for asserting those discrimination claims. Dissatisfied with the agencies’ processes, he filed suit under Title VII, 42 U.S.C. § 2000e et seq. Determining whether Al-Saffy’s lawsuit was properly brought requires us to navigate a quagmire of procedural rules.
