FROEHLICH, J.

Appellants the City of Poway (City) and CF Pomerado (Developer) appeal from the judgment in favor of respondent John Housley (Housley). The jury awarded $40,000 against City as damages for inverse condemnation and $112,452 against Developer for fraud damages. The central issue on appeal is whether the damage instructions were correct.
