— Buhl is a municipal corporation, a city of the second class. Desirous of owning and operating an electric light and power system of its own, it conceived a plan therefor, the legality of which is for determination in this proceeding. It proposes to construct an electrical distributing system from the proceeds of a bond issue already authorized, and to enter into a contract with Fairbanks, Morse & Co., for the purchase of a fully equipped electric power generating plant and pay the purchase price from a special fund to be supplied from the rates to be collected from the product or service of…
