In January of 1936 the county commissioners of Yellowstone County, on petition of at least 60 % of the freeholders affected, created rural special improvement district No. 25 for the purpose of installing a water distribution system to serve the people of the area with water obtained from the municipally owned water system of the City of Billings for domestic and agricultural use.
