delivered the Opinion of the Court.
This is an appeal from a judgment of the district court of the fourth judicial district, Hon. Jack L. Green presiding, supporting the Public Service Commission of Montana in an action brought by the city of Poison seeking to reverse a decision of the Commission.
In this opinion the city of Poison, Montana, plaintiff and appellant herein, will be called the “City”. The Public Service Commission of Montana, one of the defendants and respondents herein, will be called the “Commission”.
