This case is before the Court on Plaintiffs USCIT R. 56.2 Motion for Judgment Upon an Agency Record. Plaintiff challenges certain aspects of the Department of Commerce, International Trade Administration’s (“Commerce” or “ITA”) final determination in Certain Helical Spring Lock Washers from the People’s Republic of China; Final Results of Antidumping Duty Administrative Revieiv, 62 Fed.Reg. 61794-801 (Nov. 19, 1997) (“Final Determination”).
