Before the court is a special proceeding commenced by order to show cause (McBrien, J.), dated July 24, 1985. The petitioners, residents of Richmond County and duly registered voters thereof, seek an order prohibiting the respondents, the City Clerk and members of the Board of Elections of the City of New York, from taking any actions in placing upon the ballot at the next general election a certain referendum to amend the New York City Charter.
