Lizzie K. Mayfield, the surviving spouse of veteran Estey Mayfield, appeals through counsel a May 23, 2002, decision of the Board of Veterans’ Appeals (Board) that denied her claim for dependency and indemnity compensation (DIC) because her husband’s death was not service connected. Mrs. Mayfield’s arguments on appeal all centered on the adequacy of the notice she had been provided, as required by 38 U.S.C. § 5103(a) and 38 C.F.R. § 3.159(b), and whether the Board had provided an adequate statement of reasons or…
