In 1993, the General Assembly amended Ohio’s workers’ compensation scheme to create the Health Partnership Program (“HPP”), a comprehensive managed care program administered by appellant, the Bureau of Workers’ Compensation (“BWC”), to provide medical services to employees for thencompensable injuries or occupational diseases.
