This matter comes before the Court upon cross Motions for Judgment on the Agency Record filed by Plaintiff, Tianjin Magnesium International Co., Ltd. (“Tianjin”) and Defendant-Intervenor U.S. Mag nesium, LLC (“US Magnesium”). Both parties challenge aspects of the final results of an administrative review of an antidumping order on pure magnesium from the People’s Republic of China (“PRC”) undertaken by the United States Department of Commerce (“Commerce”).
