OPINION

WOOD, Judge.

In this action, before the court for decision on the merits following trial, plaintiff, a corporation engaged in 1970 in the business of importing photographic supplies, razor blades, electric shavers, and electronic goods, contends in substance that the seizure, pursuant to 19 U.S.C. § 1592 (1970)1, of two separate shipments of imported goods for suspected violations of Customs laws2, followed by advice that the forfeitures incurred would be remitted upon stated conditions, gave rise, upon plaintiff’s compliance therewith, to an implied in fact contract of bailment that…
