The plaintiff is appealing from the judgment rendered after the trial court dismissed her action for lack of subject matter jurisdiction.

The facts are largely undisputed. The plaintiff, Maureen Cianci, was formerly employed by the state department of human resources (DHR) and was a member of the defendant union, Connecticut Council for American Federation of State, County and Municipal Employees, Local 884, AFL-CIO (AFSCME).
