The plaintiffs, Country Lands, Inc., and Sawmill-Wildwood Lands, Inc., brought this action in the Superior Court for a declaratory judgment and an injunction against Arthur Swinnerton, zoning enforcement officer of the city of Stamford.

The allegations of the complaint, which contains seven counts, can be stated in brief as follows: The plaintiff corporations were organized to develop real estate for residential use.
