This matter is before the Court on the motion of the United States, the United States Parole Commission (“USPC”), the Court Services and Offender Agency (“CSOSA”), Charles James, and Linwood A. Williams (together, “the federal defendants”) to dismiss the plaintiffs claims against them or, in the alternative, for summary judgment.
