This is an appeal from a judgment of dismissal entered after respondents’ demurrer was sustained without leave to amend.
We granted a rehearing in this case in order that we might finally resolve the important issues presented. We gave the parties the opportunity to present any documents to this court which they desired judicially noticed. They were afforded an opportunity to present any information which might bear on the propriety of judicial notice, the facts of the matter to be noticed, and to fully reargue the matter before this court.
