This is a civil rights action brought pursuant to 42 U.S.C. § 1983 in which the former Operations Chief Engineer of the City of Wichita Water Department alleges the circumstances of his termination violated his rights under the First, Fourth, Fifth and Fourteenth Amendments. Plaintiff additionally alleges pendent state claims of defamation and invasion of privacy.
