OPINION

This military pay case is before the court on defendant’s motion to dismiss, under Rule 12(b)(6) of the Rules of the United States Court of Federal Claims (RCFC), and on the parties’ cross-motions for judgment on the administrative record, under RCFC 52.1(c). These motions have been fully briefed; oral argument was neither requested by the parties nor required by the court.
