Plaintiff, Citizens for Responsibility and Ethics in Washington (“CREW”), brings this action against the United States Department of Homeland Security (“DHS”), and specifically against its component, the Federal Emergency Management Agency (“FEMA”), under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552 et s eg., seeking records pertaining to FEMA’s preparation for and response to Hurricane Katrina.
