Plaintiff American Petroleum Tankers Parent, LLC, pursuant to the Administrative Procedure Act (“APA”), 5 U.S.C. § 701 et seq., challenges the Maritime Administrator’s decision denying the Plaintiffs applications for loan guarantees intended to allow the Plaintiff to refinance loans used to construct five petroleum tankers.
