In recognition of the persistence of overfishing and habitat loss that threaten fish populations off the coasts of the United States, and with the aim of maintaining a balance between conserving fishery resources and promoting the United States fishing industry, Congress enacted the Magnuson-Stevens Fishery Conservation and Management Act of 1976(MSA), Pub.L.
