Petitioner County of Sonoma (County) seeks review of an order of the respondent Workers’ Compensation Appeals Board (Board) denying reconsideration of the decision of the workers’ compensation judge (WCJ) that respondent Raymond J. Byrne (applicant), a County municipal court judge, was an employee of the County and not of the State of California (State) or any agency thereof.
