This cause is before us on an order to show cause issued by this court upon a petition for writ of mandate filed by the County of Madera praying that we compel the Superior Court of Madera County to declare Madera County Ordinance No. 371, adopted pursuant to Government Code 1 section 71040, 2 a valid enactment.
