LOUIS H. POLLAK, District Judge.

This is an action under 42 U.S.C. sections 1983, 1985, and 1986, in which plaintiff alleges that various individuals 1 in the government of the City of Philadelphia conspired to deprive her of her constitutional rights. In particular, she alleges that defendants conspired to enact an unconstitutional bill to deprive her, retroactively, of a remedy in a pending case brought in state court against the city.
