The respondent, Carl J. Slonsky, real party in interest, filed an application with the Arizona State Department of Liquor Licenses and Control for a transfer of location of a Series No. 7 Spirituous Liquor License, an on-sale retail beer and wine license, from 212 North 1st Street, Phoenix, to 21 E. Washington Street, Phoenix. Pursuant to the Arizona Revised Statutes and the procedures established by the petitioner, City of Phoenix, the matter of the application for transfer of a spirituous liquor license from location to location was placed on the agenda of the Phoenix City…
