Sixteen motions in as many cases were argued and submitted to the court for decision at the same time. The object of the plaintiffs in all of these motions is to -secure an injunction pendente lite in actions brought to restrain the defendants from attempting to enforce a certain ordinance passed by the board of aldermen of the city of New York, known as the public hack ordinance. The ordinance was approved by the mayor of the city on June 2, 1913, and by its terms was to become operative on August 1,1913.
