Forrest City Machine Works, Mallard Farms, and David A. Hodges (“appellants”) appeal from the order of the District Court1 dismissing their complaint for lack of subject-matter jurisdiction. We affirm.

In 1988, Twin City Bank of Arkansas brought a civil suit (“Twin City case”) to recover on the United States Commerce Department’s guaranty of a loan made by the bank to Forrest City Machine Works.
