BAKES, Justice.

The City of Middleton, defendant respondent, discharged the claimant appellant, Richard Roll, who had been employed as a general laborer for several years, on February 27, 1981. Claimant filed for unemployment insurance benefits, to be effective March 1, 1981. In a separation statement filed with the Department of Employment, the City of Middleton listed the following reasons for claimant’s dismissal: excessive tardiness or abuse of sick leave; improper use of city property or equipment; and habitual improper use of sick leave privileges.
