John W. Orwick, Arthur M. Peterson, and John A. French appeal the order dismissing their class action suit for declaratory relief, injunctive relief, and dam*595ages against the City of Seattle. They allege the use of unlawful procedures in the processing of traffic infraction cases and the unconstitutional use of traffic radar enforcement devices. They seek review of the trial court's dismissal of their complaint for lack of jurisdiction and for failure to state a claim upon which relief could be granted.
