C. H. Sprague & Son Company is in the business of selling and distributing petroleum. It normally employs some twenty-five year-round drivers at its Portsmouth, New Hampshire, plant, but hires extra drivers during the winter months to cope with the increased demand for its product. The events at issue here began in 1967 with an attempt by the Teamsters’ union 1 to win certification as the collective bargaining agent for the company’s truck drivers.
