MEMORANDUM OPINION

KOLLAR-KOTELLY, District Judge.

Plaintiff Lisa Ann Thomas, on behalf of her minor son, A.T., brought this action under the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1400 et. seq., against Defendant, the District of Columbia. The IDEA provides that all children with disabilities will be provided a free and appropriate public education (“FAPE”), and provides for procedural safeguards to ensure that disabled children receive individualized education programs (“IEP”) to fulfill the Act’s goals.
