Pending before the Court are objections filed by the defendant District of Columbia to Magistrate Judge Alan Kay’s Report and Recommendation, which recommended denial of the defendant’s motion for summary judgment and grant of summary judgment to the minor plaintiff, L.R.L., who is represented in this action by his mother Shantel Lomax (“plaintiff’).
