MURNAGHAN, Circuit Judge:
Plaintiff-Appellant Lome Kimsey sued Defendant-Appellee the City of Myrtle Beach, South Carolina (the “City”) for injuries that she sustained when she fell from the bottom step of a wooden dune walkover that the City had installed on the beach.
