MAYER, Circuit Judge.
The United States appeals from the final decision of the United States Court of International Trade, which asserted jurisdiction under 28 U.S.C. § 1581(i)(4) and held that the United States Bureau of Customs and Border Protection (“Customs”) * violated 19 U.S.C. § 1625(c)(1). Int’l Custom Prods. v. United States, 374 F.Supp.2d 1311 (Ct. Int’l Trade 2005). Because we conclude that the court lacked jurisdiction, we reverse its jurisdictional holding, vacate its judgment on the merits, and remand for dismissal of the complaint.
